This final overarching report in a series documents research and recommendations RAND offered to the Air Force to help strengthen the development of a new office responsible for monitoring and promoting resilience among Air Force Airmen, civilian employees, and Air Force families. Efforts to boost resilience have become an important military response to suicide and other markers of distress and poor health. The report reviews the concepts and measures of resilience, resilience factors, hardiness and flourishing. It describes how resilience and the military's Total Force Fitness concepts are related. The report brings together highlights from the eight companion reports on each Total Force Fitness domain and characterizes types of Air Force data that could be used to track resilience.

Because of the severe sanctions that can be levied against personnel failing the PRT and body fat standards, it is important to assess the effectiveness of a Basic Exercise Program based program in reducing body fat and improving PRT performance among Navy personnel. The purpose of this study was to determine if taking part in a command-organized remedial program based on the BEP is effective in reducing body fat, improving failure-specific performance on the various components of the PRT, and improving overall physical fitness level. Remedial physical conditioning programs at a submarine base and an air station were evaluated. Pre- and postprogram PRT results were collected for participants at the submarine base (n=64) and the air station (n=44) to assess changes in the number of curl-ups, number of push-ups, run/walk time, overall classification score, percent body fat, and percent passing the overall PRT. In general, comparisons over time showed a trend toward improvement among participants in their performance on PRT fitness components and overall classification score.

The ZOOM8 study aimed to evaluate more in-depth the dietary habits, and physical activity of Italian primary school children and the role of the health services in geographic areas with different level of childhood overweight and obesity, as shown in the OKkio alla SALUTE surveillance system. The study is part of the project System of surveys of behavioural risks in ages 6-17, promoted by Ministry of Health/National Centre for Disease Prevention and Control, in collaboration with the Ministry of Education, and coordinated by the Istituto Superiore di Sanita (the National Institute of Health in Italy). The study was conducted in 2009-10 and six regions took part (Friuli-Venezia Giulia and Liguria in the North; Marche and Latium in the Centre; Calabria and Sicily in the South); 2193 children and their parents were included (distributed as follows: North 743; Centre 708; South 742). The children were measured and their parents filled in two questionnaires, including a semi-quantitave food frequency questionnaire. The methodology used in this study, the results concerning all the aspects investigated and future perspectives are all described in this report.

During the last 3 decades, the prevalence of obesity has tripled among persons aged 619 years. Multiple chronic disease risk factors, such as high blood pressure, high cholesterol levels, and high blood glucose levels are related to obesity. Schools have a responsibility to help prevent obesity and promote physical activity and healthy eating through policies, practices, and supportive environments. This report describes school health guidelines for promoting healthy eating and physical activity, including coordination of school policies and practices; supportive environments; school nutrition services; physical education and physical activity programs; health education; health, mental health, and social services; family and community involvement; school employee wellness; and professional development for school staff members. These guidelines, developed in collaboration with specialists from universities and from national, federal, state, local, and voluntary agencies and organizations, are based on an in-depth review of research, theory, and best practices in healthy eating and physical activity promotion in school health, public health, and education. Because every guideline might not be appropriate or feasible for every school to implement, individual schools should determine which guidelines have the highest priority based on the needs of the school and available resources.

Pediatric obesity is rising in epidemic proportions in the United States and the implications cause social, physical, psychosocial, and emotional burdens on the children and their families. The causes of pediatric obesity are multifaceted and the effect on the children can be profound. There is a need for intervention for these children, yet few studies have been done on the available intervention for the obese pediatric patient. Once the pediatric patient is identified as being obese through the use of the BMI, the patient can then be referred to the appropriate intervention based on the patient and families readiness for change. A literature review was conducted on identification, risk factors, and interventions for pediatric obesity. In addition, a national pediatric weight management program, SHAPEDOWN was examined. Information regarding the Transtheorhetical Model of Change, and The Health Promotion Model of Health was also reviewed. The program was developed with the Health Promotion Model as the framework. The finished product is an 8-week fitness and nutrition program for overweight children and their parents. The program will be for the families who are ready to make a commitment to a plan of care and demonstrate a readiness to make lifestyle changes. The program will be implemented in a military pediatric clinic in southwestern Ohio. At conclusion of the program, the outcomes will be compared to the SHAPEDOWN outcomes. An evaluation by the referring providers and the participants will be used to make changes to the program. If the program shows improvement in the child's weight, behaviors, activity and nutrition; the program will then be distributed to other pediatric clinics in the military.

Airplanes require proper fuel and maintenance-so do Airmen. Lack of physical fitness in the military has profound strategic implications for a nation at war. Poor fitness carries with it significant repercussions while even moderate fitness yields considerable benefits. The United States Air Force (USAF) is improving after decades of disturbing trajectories, but a force wide fitness ethos remains unrealized. Organizational culture and inertia remain the crux of the issue. USAF priorities must reflect the importance of fitness in order to finally achieve a culture of fitness. Leadership provides the example, communicates the message, supplies the incentive, and motivates the behavior that will ultimately succeed.
